First off, getting an "expert PHP, MySQL, WordPress" programmer will likely cost you quite a bit more than $3-4 per hour. You are welcome to try, but keep in mind that your offered amount is well below what talented coders will usually take for their time. As for hiring someone, the proper place to post for that is in the Services section.
