Wordpress: cannot upload files

Now I'm no stranger to wordpress, I've been using it for years. But on this recent install I have come across a very annoying problem.

I know you have to change the permissions before you can upload files, no problem. But for some reason I cannot get the uploader to work. It makes no sense at all.

    I get this error:

The uploaded file could not be moved to /blah/blah/blah/wp-content/uploads/2007/11.

    I have tried:

    Changing the uploads folder
    CHModding all dirs to 777
    Removing all files and reinstalling

I am absolutely out of ideas now. It doesn't make any sense. I have been trawling forums for a few hours now and come up with nothing.

    Anyone got any ideas?

Have you also dropped the tables from phpMyadmin?
