Hi i was wondering if purchasing a pre made blog (for example on ebay or flippa) would make any cash if i promoted it correctly has anyone had success with this method

yes it will save your time a lot....but you need to tweaking the website in order to drive traffic into it...some of these website was not even optimized for SEO....... BTW....you need to choose the website that have right keyword....
