Wondering about paid link building services...

I am new to link development and have been working away to get links from other sites. However I would like to speed the process up and was wondering about paying for some kind of service.

I have two questions that I am wondering about.

    1. What kinds of options exist for paid link development services?

    2. How does one know if they are safe, not black hat, and don't' use methods that will get me in trouble with search engines?

    Any suggestions or advice?

    1. What kinds of options exist for paid link development services?
    A. There are thousands of different paid options to building links. I would recommend doing a google search for companies selling link building services and contact them directly. Spend a small amount with them to find out how thier service is, if they are good continue to use them.

    2. How does one know if they are safe, not black hat, and don't' use methods that will get me in trouble with search engines?
    A. Don't worry about getting in trouble with search engines, the worst that could happen is the links you have built are not counted and have no value. Search Engines cannot penalize you for having links to your site, if this was the case competitors would build blackhat links to thier competition's site to get them penalized.

Unless you buy links from a site that is known for selling links intended to manipulate someone's PR

Ok thank you very much for your help. I am glad to hear you say search engines cannot penalize you for bad links to your site, which makes sense. But then what about the idea of "bad neighborhoods"? Does that only apply to outbound links on your site then?
