Withholding tax for paypal India payments?

    I just want to know whether we need to pay with holding tax for the money sent to people as paypal payments? It doesn't make any sense to pay tax for the money spent as well. But just want to confirm whether we need to do it as well...

    I believe this is only for the money earned as income as sales tax. but this does not makes any sense to me.
    Any body faced this issues before?
