I have read here on DP that this is possible , anyone can confirm this ?

Is this possible in most countries ?

Is there a limit on how much you can load your CC ?

The cost would be $25 per transaction ?

You can only withdraw to your credit card provided that your country is one which supports credit card withdrawal. See https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside , basically only about 25 countries are supported. It is the countries with the '+' next to them. Since you are from Netherlands, withdrawal to credit card is not an option for you.

As for the withdrawal fees, it is $5 per transaction . See http://pages.ebay.com.sg/sea/paypal/withdraw.html#7
