i told my CA and he told me the same to lodge a complaint against RBI with RBI. He also told me as per RTI act they are supposed to send you a satisfactory response within 35 days. I admit that i didnt have the guts with me to do it. I salute you for coming forward.

You are forgetting that it is not RBI's fault. It is just a regulator who has decided to suddenly become strict and wants everybody like Paypal to follow their guidelines.
The ball is now in Paypal's court to get itself registered with it and make its operations... confirmatory to RBI's policies!

I still see PayPal as faulty not RBI, they should know Indian money transfer rules and regulations before starting the service

We all had faced withdrawal problems around this time last year too. Perhaps RBI had then given notice to Paypal to mend its ways and was kind enough to allow it to continue its operations... but I guess Paypal did not take RBI seriously then... and so this sudden stoppage this time! :(

Paypal Updated his Policy for indian User and it will effective from March 10, 2010 But paypal had still not posted on Paypal.com/in (Indian Site) but it is eveiable at Paypal.com/us (USA site)
you can read those policy at
    https://cms.paypal.com/us/cgi-bin/?&cmd=_render-content&content_ID=ua/upcoming_policies_full&locale.x=en_US

I dont think this issue is related to Paypal's policy updates. If that was the case they could allow us to withdraw our money. They need to be authorized by RBI to set up and operate in India as a "Payment systems Operator".
The below link shows the list of organizations that are currently authorized by RBI.
