Windows Vista IE setting!?!? going nuts - please help!

I have a new PC with Vista (yuck).
When in IE, I don't get the arrow cursor on my mouse but a hand; the hand grabs a page when I click, with which I can then move the mouse to scroll up or down.
    I hate this.
I want the old arrow back with which I can highlight and select text.

Anyone know what setting is doing this? It isn't in the mouse settings of the control panel.

    Thanks!!
