I have browsed the web for 3 full days now trying to locate a fix to this problem. Both my laptop and my desktop do it very often- for as long as I remember, possibly since I bought it. I have installed all the new windows updates, ran registry scans, etc, etc and I STILL have not found a solution to this very common problem. If ANYONE has the magical answer PLEASE share it with the rest of us! Thanks
We're not physic What error messages are coming up if any? When you launch IE what does it do? Does the processes come up in Task Manager? If we can understand a little bit what it's doing we can maybe find you a solution.

try to install XP and let see if problem still exists? or could you tell us the spec of your computers?
what problem is it xactly? if explorer isnt coming at all ,try this just go to run menu and type explorer , check if it works
