i have use windows 7 ultimate before also but i don't find any extra additional features in it. i can say it is ok for new users.
i think there are too many differences between windows starter and ultimate version like in windows 7 ultimate you got mant features like BitLocker disk encryption,Boot from VHD,Language packs etc...
