    Maybe Family Pack reffers that you can use it on 3 different computers (the license)

    No kidding smart guy.

    I asked if its just upgrade or can you do a fresh install. As in reformat and install from scratch..or do you have to have a operating system on there for it to work?

    Family Pack includes three licenses for the upgrade price of $ 150 instead of $ 120 for a single license. Upgrades are 7 Home Premium versions of Windows but, so, the price is great.
    As you probably guessed, this offer is limited. It will take as long as you stock. Obviously Microsoft does not want just to tickle the market and not licensed to sell at low price.

    The box shown in first post clearly says "Upgrade". For fresh install you need different media also you can't use license key on fresh installation.
