    This is the Rules & Regulations :

    -Contest is open for people from : United State, United Kingdom, Australia, New Zealand and Canada
    -Photo must the original work.
    -Photos must never been copyrighted or, if copyrighted, that you are the sole copyright owner.
    -Submission will be reviewed before it is accepted for the contest
    -If your photo is offensive, artificially enhanced, a studio image, animation/artwork, or of poor image quality, then it may be disqualified.
    -Your photo will be published in the internet and photo book and if someone buy the copyright you will get money
    -Please don't steal other people work

    No it's not spam. You open from the IP address which are not in the thread.
    This is the only country that can be accepted of not it will open the smiley central site : United State, United Kingdom, Australia, New Zealand and Canada
