When this next Toolbar PR update happens any day now, will our weight go up if our site-wide PR goes from 0 to 3, or 3 to 5? Is it only dependent upon the PR of the index page or do you get weight from internal pages too?
Since the Last PR update you should have been building links to your site (both internal and exteral) if TotalInComing Links > TotalOutgoing links then PR++ else PR-- The weight of the internal pages pass the PR up the pages until it hits the index page. Unless you have structured your site differently.
I have never heard the explanation of pagerank before, do you have an article that discusses it? As far as everything I have read, outgoing links on a site have nothing to do with PR

Anyway, without getting into Toolbar PR updates, the Co-op weight is calculated from the PR of your home page (base URL in coop) ONLY. PR of internal pages is not used in determinig your weight. IF your toolbar PR goes up, your weight will go up as well.
He's making the assumption that Google has switched to quarterly updates - which if true means it should be this week since the last was on Jan 1.
