Do you mean titles like "7 ways to ..." or "10 most beautiful ..."? Yes, people like lists. Such a title can catch attention. And search engines don't care whether you are using numbers or not. Just try these searches "7 ways to" - more than a million of results "10+most+beautiful" - thousands of results
List based queries like "Top ten wordpress plugins" or "Top 10 wordpress plugins" are common in the search engines these days. Google actually don't care if its a number or not but the human mind always works to get the results faster. So 10 is used more than ten. These are the google results : Top 10 wordpress plugins (there are 81,600,000 results available) Top Ten wordpress plugins (there are only 9,290,000 results available) So you get the point now Swamy
I don't think there are 81 million pages about top 10 WordPress plugins. ;-) If you add quotes ("top 10 wordpress plugin"), the number of results will be less impressive. However the idea is correct: search engines don't care and and it's easier for people to read numbers rather than word representation of numbers (especially long numbers).

Checking my stats on a forum i have (small forum) people search for top 10 more than top ten, i found.

Wordpress plugins are used by tons and tons of webmasters. Infact I myself want to spend a lot of time on creating such useful plugins. I'll definitely get my hands dirty one day But i'll make sure that the plugin is not a dirty one LOL Swamy
