If I purchase a domain name from someone who has registered it at say name dot com and have it transfered to say godaddy dot com - would I put myself at more risk of loosing the PR ranking?

No, PR comes from backlinks and has nothing to do with the registrar.

Yes I can't see any reason for the PR to change unless it goes offline etc.

So transferring the site from one party to another isn't the same as say buying an expiring domain from godaddy that has PR, but it eventually looses either at the transfer or just shortly after?

i recently transferred my few domains from yahoo to name.com, and they were all PR3.
Nothing changed, so don't worry and go for it, PR has nothing to do with domain registrars.

Transferring domains to different registrars will not effect PR or rankings. I just did it with no effect on my site's PR or Rankings.

Think about how many webmaster sell sites and transfer domain ownership. No it doesn't effect PR.

    No it will not.
The PR main thing that can affect it is content of your site and the backlink.
