Hi am trying to make my site #1 on sepr for my niche. i was thinking on getting around 30 free domains, and make blogs that will be automatic update by rss feed. Will this give me a higher sepr? I was #1 on google but my site when down due to a internal server error, and it got unindex.

it might work. what you can do is build a page which can be used as a hub and point all your links from free domains / blogs to that page. build up pagerank then link from the hub to your main page . that way you can transfer link juice.
Your site would not be removed from an index because of a server error. You may want to find out the real reason for the removal before asking everyone's advice. Why are you wasting time setting up free domains when you should be out requesting links? Is your site not a legit site? The time it will take you to set up a bunch of free domains, you could have actual backlinks from good sources. Think about it.
One domain is enough to do seo , do have good rich content, some good links thats it . ITs all to show optimzed stuff for user as well for SE

Rankings in search engines depend on many factors. If you believe that automatically updated feeds will help you to get listed in 1st page, I guess your site belongs to tiny niche and you could get ranked well by unique keyword like "this_is_super_unique_keyword_found_on_my_site_only_yeah_thats_cool_some_random_stuff". Otherwise you shouldn't expect good rankings.
You should use your time to find backlink in dofollow blog or dofollow forum instead waste time to build crap sites.
