Will this work for developing backlinks? (legal?)

    I want to create a "Get Paid To" review site. Which will rate "Get Paid To" sites and help people get referrals aswell.

    I have a php code that randomly displays a referral link on each of my review pages.

    I could enter a person's referral link into that que of random links if they put a link on their site to mine.

    Do you think this will work? Also, is it legal to promote backlinks like this?:confused:

    Note: Yeah, I know, not the best explanation. If you need me to clarify something just ask for specifics.

    Doesnt sound "ILLEGAL" but will most likely get you banned or sometihng.
