Starting out a few link exchanges won't hurt, Google states in their Webmaster's Quality Guidelines only "excessive" link exchanges are considered bad. As other posters have stated you want to try and build one-way backlinks. Make sure these links come from sites that are relevant\related to yours. You can use a bit of link exchange but always look for the relevancy, otherwise all the time and effort will go to vein.
