Does not matter if you submit to free or paid directories both will help in terms of your page rank. My advice is to do whatever you can afford when it comes to the paid directories, and submit to as many free directories as you can. In the end they will all add up to some good pr for your site. Just do what you can and do not try to rush things.
Well if you have a quality website then you will have a much better chance of getting links from quality directories. You also have to remember that in order to get a PR5, you will need links from PR5+ inner pages...which can only be found on high quality directories. They will be really picky with who they choose to exchange links with.
