    More information is needed.
YOu should have immedicately, upon getting that email, checked your site and made sure it was not violating TOS.
    Have you read the TOS?

Big TOS violations I see on site are dumb things like:
asking people to click on the ads
putting a title to the ads against TOS

    Did you do the above?

Why should they answer you if you do not even know how you violated TOS and not changed your site to TOS guidelines?

Thilak, Is it the one in your signature that you are talking about?

Were there any reasons provided by Google in their email as to why they rejected your application? If so, can you please share them here?

They did tell me anything. They just told that my site wasn't complying with their TOS.

But I have a feeling that it was due to the images which i placed near ads. But it had thick dark border around it.

I had put my payment on hold for 8 month and I had generated 768$. So I finally I came to the conclusion that AdSense cheated me and I won't use it or recommend it to anyone.

Did someone have a similar experience ?

The breaking TOS email could just mean you have a content page where someone's tried posting warez or porn. I take it this wasn't the "you've broken TOS now you're banned" email?

If it isn't, there's no need to appeal it, just fix whatever they request you do (or ask them exactly what you've done wrong) and tell them you'll avoid doing it again in the future. I've had a few issues where some people've tried posting TOS breaking things such as warez and then attempting to report me to Google (on a forum, believe it or not). They'll work well with you if you comply.

how i did it ? like many others..
start a blog in blogspot.com and get it approve...

then use adsense in your old site, but make sure it comply with the TOS

So Google sent you email saying you are not complying and then a few days later banned you?

So if i am not mistaken, if google think that your site is violating TOS then they would send you a mail AND would de-activate your account? And its different from getting banned?
