I do not think so. I cannot find any major social bookmark in the list, thus most of them made by Pligg and too new to give some weight for any bookmarks on them. You can expect in help faster indexing only in my opinion.
That sites is not helpful for bookmarking because most of them is not familiar. You need to choose social bookmarking sites that is familiar, related, with high traffic and with page rank
They wouldn't do much to help your site other than increase some back links with little effect. I would just stick to the large social bookmarking websites as their PR is usually really high and can benefit your site drastically.
IMO, they are a waste of time. You will do just as much for your website if you go watch a football game and drink some beer. (at least football is fun)
Pligg sites are mostly useful for indexing purposes and getting link volume (IP variety). Just make sure the sites aren't from bad neighborhoods and use an automation tool like Auto Pligg or Bookmarking Demon.
Using mister wong, folkd, stumble, digg, faves, more main-stream bookmarking (not in that order) usually does better than wasting time on a whole lot of sites that nobody has ever seen. But if you got time, go for it. Of all of the lower-key bookmarking sites, faves.com interestingly delivered the most performance of the little ones when I dealt with bookmarking.
I checked one of them. http://www.wagg.it/ It is a PR4 homepage. What's wrong with that? If you're fussy, no wonder you are not ranking and banking. You just need to register with all of them and then you need a good tool that will submit your site. Remember, the sites that you are trying to beat have been gaining links for years. You need to gain faster than them. That's the only way to win a race. Or you'll just stay at the bottom forever. Bompa
