Will submitting to high PR directories bring up your PR?

    sure, but you (your contractor) must check the PR of the specific page your link will be listed on. for PR reasons it doesn´t matter if you´re listed in DMOZ which has (homepage) a PR of 10 (or how much it has now).
    Your link will not be put on DMOZ org index page but in some niche category which may have just a fraction of the site´s popularity and have PR of 0.

    on the other hand DMOZ gives you a lot of TrustRank

    Aside from that there are some directory accept deep link which will your sub pages to
    indexed fast.
