Will lots redundant content hurt serps?

For example, I sell Dish Network satellite TV. I see that larger online satellite retailers have links to every state in America on their home page. When you click on a state, it shows all cities in that state. Content is basically the same for each page, but the state and city change. E.g., You can get Dish Network in "ohio"....., You can get Dish in "Texas"....From the Texas page, there are links to each city in Texas and those pages read - You can get Dish in Dallas....etc.

I have seen some use PHP to generate these pages, while others seem to create thousands of static html pages, basicaly, a page for each city in America.

Will haveing so much dupicate content hurt my serps?

Does anyone know of a tool that will create pages like I described above based on city and state and what would be the best way to do it?

Simply create unique content for each of the pages.... that's the best way to kick their butts... (deep linking as well of course).

Here's some more on duplicate content
