Pr has nothing to do with rankings, even nothing with the backlinks. PR basically relates to quality content and regular updates in initial days. Later it can drop or increase on the basis of the quality of inbound links coming to your site.
Google PR can help you to get much better SERP (Search Engine Results Page) ranking. And yes, it definitely affect on your rankings! Higher PR - Better Rank on search engine for quality keywords!

normally, pr has affect on ranking ..... if the website pr is penalized (turn to 0), in some cases the serp ranking is not affected.
It depends on a few factors such as the pagerank from the back links you have and the pagerank on the other sites rankings.

As others have said, it has an impact but you need to realize that PR is updated constantly by Google. By the time the toolbar updates, that PR has already been in effect for quite a while. Because PR is only a factor. There are hundreds of things that Google uses to determine rank, and PR is just a small piece of it.
From my experience, there is almost no effect. I have seen websites with PR 0-1 ranking above websites with PR4-5.
If you've a status in your niche, means long term top positions, then a mere decline in PR won't effect your rankings. But for a newbie, yes it does.
