I just got off the phone with Etrade for the 2nd time. They won't open a US bank account, but rather they refer me to the nearest branch (London), which does no good as far as being able to withdraw paypal etc. If anyone knows of a real procedure that guarantees opening a US bank account for a non resident without paying ridiculous fees, I'll gladly send you a nice bonus via paypal for your trouble I'm tired of looking, can't find anything other than etrade, and now apparently they don't accept applications from internationals anymore, even for the brokerage accounts (or, at least, they refer you to a non US branch... what good is that?)
