I should have been more clear. Google mainly cares about on-page + relevant linking from off-page sources with high quality score. In this case Google can define the popularity of the site from the amount of links from relevant sites with a high quality score.

I guess its more so a question of how they are driving traffic. Traffic can be directed through follow links, which are absolutely considered in Quality Score.

It is just only 1 factor that helps in ranking. If a site pages get more visitors, search engines considers it as a good reliable site. Adds some positive points towards ranking.

Matter is that if you generate traffic for site and upcoming traffic are not related to your sites than your site bounce rate are increase.
