Will links from lower PR pages increase your PR?

will links from PR >5 pages help?

Yes. All pages pass PR. You can get a high pr by having 1 link from a high pr site or by having a large number of links from low pr sites.

Since all pages essentially start out at PR 1, that's how they get to be PR 9.

100 PR 0 even can give you PR 4 atleast. Linking to them is not bad at all because at some stage those PR 0 pages will also get higher PR and those PR values also added up to the PR calculation of your site SO never neglect any site if they are of same theme exchange links with them.
