I am interested in setting up a site similar to http://www.urbandictionary.com and am looking for the most cost effective way of doing it.

Can it be done with joomla or will I have to hire a developer to do the job. Any idea of what the costs will be.

If you have no PHP expertise, i would think you will need a joomla developer for you to finish up the site.
There is no Dictionary component as far as i know, but you could use a Wiki component for starters
    (extensions.joomla.org/component/option,com_mtree/task,viewlink/link_id,221/Itemid,35/)
Joomla is for sure a better way to go then a website from scratch, since there are free components that you can use , and you will have to pay just for some customizations (maybe for a custom made dictionary )

I think Joomla will do the job.
    It's very flexible.
