Everyone knows PR and backlinks update is going on these days. So, will it be good to buy high PR links right now. Will the high pr page giving backlink will be indexed and effect will be done before PR and backlinks update ends?
Its never a good time to buy a link based on PR. Rather by a link based on traffic & traffic sources, inbound links vs. out bound links, websites relativity to yours, location on the page and of course factor PR. If your assessment of the site you are buying the link from is based on a number of the above factors, then a PR update will not be so critical.

Forum etiquette: don't ask a completely unrelated question in a thread (even your own) on another subject. That said: in this case you will have to talk to your host to see whether they give the option for people to edit only one page. Usually not, BTW. My host gives me the option to open up a directory to others, not just one page.

Just to Add -- Keep in mind PageRank is a LIVE calculation... so the actual benefit of the link would be the same today as it was last week (for the most part). We simply had a TBPR export... The site's indexation or value is not affected
