Will it affect my page rank??

Hi,
I am planning to build a tech related link directory... You can find it here http://viduranet.com/nuke/modules.php?name=3DWeb_Links This will only contain a link to another site with small description about 200 words.

This is not a reciprocal link-exchanging program. I do not ask anything in return. As per http://forums.digitalpoint.com/showthread.php?t=82318

Will it affect my page rank, if the linked sites’ page rank is too low?
What will happen if I linked to a site, banned from Google?
What will happen if I have too many dead links in my link page?
