Will I get penalized if I change my keywords?

    I'm starting to work on the SEO of my new site and have a question about keywords selection.

    Lets say I decide to use long tail keywords to have better chances of getting highly ranked in Google and that over a year my PR gets higher and I now rank in the top 10 for those less competitive keywords.

    If one day I decide to target high competitive keywords will I be penalised? I know that the competition will be tougher and that I won't get ranked as high as with the long tail keywords. But I mean when someone gets a high PR can he try to change his keywords all the time to see if he'll get ranked higher on some of them?

    i would not think of it as penalized but every word, every change counts for something within google and the SE. every time you change something, the SE's will respond.

    build your site up with broader keyword/phrases then start to focus into the much more targetted areas that can be very competative,
