    Depending on where you live, you can get prepaid credit cards from Walgreens or CVS which can be activated by your parents and used by yourself. Paypal accepts these as valid credit cards in my experience.

    yes you can But your account won't be verified if you don't have any bank account or credit card attached to it. You will always have limitation in sending and recieving money.

    Once you get your account verified then you can work properly.
