i have a celeb pic forum hosted by proboards and i link all my posts on IMDB, Internet Movie Database, which is a huge site. im the #1 linked site to proboards, i seen it somewhere. i do have backliniks in google, but not alot. i saw a site for the top google ranked celebrity sites. proboards was 17, which are my links i think. my links to my celeb forum, but google sees the links as proboards because of the mysite.proboards.com/index.cgi? domain

i just bought my own domain, will google now see my links from IMDB? ill have just my .com but if you have your own domain with proboards you still have an /index.cgi? at the end. mysite.com/index.cgi?

Google will definitely see your domain, the real question is how will they look at it

The general way Google works to spider websites is to wait until links appear on other websites. Google then follows these links back to the domain origin and index the new site. While the site may be indexed within days even the actual index won't reflect it straight away, Google usually updates search engine indexes every couple of weeks.

Just a word of warning be careful about putting your link in too many places which don't directly relate to your website as this can in fact negatively affect your Google Pagerank value which says how high your website is against the keywords requested.

Maybe but it takes time and it depends on the effort you make to get your site noticed by Google.

301 Redirect will help you to pass all the link juice from that URL to the right URL you chosen, then from now on, use the proper URL when you do link building.
