Will Google BAN me if one of my Site has Highest CTR while others have low?

    Hello Everyone, today i was thinking about making a blog with only ads no content in it and will redirect my previous blogs visitors to my only-ads type of blog, where i am sure i will get highest CTR. My previous blog has 2.5 K to 3.5 K impressions daily.. so if i am just redirecting my visitors to my new blog (no content) just for 1-2 hours a day and after i get enough clicks i may generate fake traffic for making it look real, will this thing ban me?
    How Google bans on high CTR? is it blog/site wise? or on whole account's CTR (All sites)
    Sorry for my weak english.. hope you got it what i mean.. :D

    EDIT: My existing blog has only 0.29 CTR.. that sucks..

    TBH Google have a VERY advanced system so if you begin doing this they may take a couple of weeks to catch on, but will ban you eventually.

    High CTR is no problem if you getting all organic traffic. :)

    google never ban if you have high CTR you may banned if your Google ads placed on pages receiving traffic from certain sources. For example, publishers may not participate in paid-to-click programs, send unwanted emails or display ads as the result of the action of any software application. Also, publishers using online advertising must ensure that their pages comply with Google's Landing Page
