I'm not sure exactly how DMOZ works, i get the basics. I run an auto insurance site that gives the shopper the ability to either compare online quotes or a quote from a local broker. Back when I submitted the site it only offered the online quote option; which was set up with another service (affiliate), Now the auto quote system has two options, online quotes and local quotes - with the local quote service being serviced in-house (not-affiliate). So in a way it's like 1/2 affiliate, 1/2 not. Would a system like this not be accepted by DMOZ? Did my 1st submission put me on a "don't approve" list?
Here's an opinion (my very own) regarding the interpretation of dmoz's guidelines as it pertains to your question. I'll guess that when it comes down to it, it'll be very difficult to get such a site listed as it seems you are not issuing/servicing the policies directly and just generating leads for those who do? I doubt that a comparison engine will be considered as sufficient additional content that an editor would fine beneficial to the category.
