What kind of a site do you have? Is it an established business that has just gone online or do you mean you are new to Internet marketing? I would say that unless you are an established offline business that this kind of advertising is likely to work for then your money would be spent much better elsewhere such as on SEO or PPC.
In that case then yes, this kind of advertising can work in your local area. However advertising a website offline can be hit and miss. When people see your advertising offline they wont always have a pen and paper handy and wont always remember your web address.
