If it's not a blog, then it's not a blog... But you can run a blog on plain html pages, a blog is defined by how it's used, not by how it's created.
Do you mean if you use CMS like wordpress for your site... if it'll be considered as a blog? This all depends on the content and how you present the site.

If you mean considered as a blog by the search engines, then I think the answer is yes. You can find an example here: http://citroenmedia-seo-wedstrijd.computerabc.nl/ (It's in dutch, but you'll understand the point) The search engine bots CAN NOT make a difference between HTML created by PHP code (like wordpress or a self-coded blogsystem) or HTML that is static. So if you create your website, and update the static HTML in chronological order, it will probably be seen as a blog
