Will w3reports do a drug related Press Release? Seems like it would be hard to find someone to publish a PR with that nature. I don't know for sure, though. I've never done anything like that myself.

I know that press releases work really well for real estate. These releases will also offer other valuable benefits to your site as well as a lot of visitors. As for companies, one is PRweb and also try PRleap.
Hi Webjunkie, I had a friend who wanted me to find out how to grow some weed from seeds he had been given. I found tons of sites that gave info on this and that aspect of growing, harvesting and blah, blah, blah. Unless you can tie your press release to something ´legitimate´like pot smoking laws in (whatever country) are slated to be relaxed ... I think you´ll have a hard time getting a press release picked up. But if you had a dbase of other weed sites and offered them a good article then you might get a content page and credits back to your forum from them. Plus targetted potential visitors too. Hell, get to know the webmasters and go for a regular column. I think you´ll find that there are a few that are running on a shoestring and would love to have relevant, fresh content on a regular basis.
I bet a classified ad in the back of high times would garner you plenty of visits. Usually those things are a waste of money, but I think this is one instance where that marketing technique would work beautifully. (sorry a little off topic - don't bite my head off!)
I see you wasting another money. Press release can not help you on that area. Looks like you are talking about giving your forum a headstart. You need targeted traffic from the search engine, blogs, paid traffic like FB, Adword e.t.c It would be a good idea to also advertise your site on top traffic blogs related to your niche and affiliate programs. You should also offer good affiliate programs a sub section on your forum, all these will give you a big boost over the long run.
