will 301 redirect do these ?

I want to build my site on a good domain of mine but unfortunately it was banned a year ago by Google and until now its not unbanned yet even though i mailed the reinclusion, the site:mydomain.com still shows old pages even after 2 months now.

im worried this will continue for like 6 months -1 yr down the road ? that means all my effort on this site will be useless.

I was thinking to do this :

build the site on a different domain name, get links, and all the seo effort. and after my old domain is unbanned, can I :

Use 301 redirect to Transfer all the links power, seo power to the new unbanned domain name ? (because this one is brandable, and shorter)

or it wont do it ?

I really want to build my site on this good domain , but my efforts will be useless..

Keep pestering google. If it shows up on a site:www.site.com query then its not banned.

Redirects will help in driving visitors only, you can't transfer seo power and page rank ....
