Not sure really it all depends on the quality of the links.

I totally agree with libertygone. However the quality of the sites does matter, and FOR THE RECORD PAGERANK DOESN'T EQUAL QUALITY

so if these 1000 links are all from small, zero content blogspots, then they won't do you that much good, but if they are from decent, hand written, unique blogs, then they will be a great investment

Ditto, pagerank does not affect SERP. I have about 1500 PR 0 backlinks on one of my pages, and that is enough to get my on page 1 for a moderately competitive keyword.

Yes, it will help. PR matters but quantity is also important.

The result is not Zero. Sometimes maybe 1 or 2.

A link is a link be it PR 0 or 10. It matters.

Concentrate on SERPS rather than on PR :)

It will significant increase your SERPS and hopefully give you PR 1-2. I wouldn't buy all 1000 BL in 1 go though.

Good math, bad analogy. The toolbar PR simply takes the real PR score and converts it to a 0-10 scale. The real PR for a site could be in the thousands.

Here's an example. The numbers are completely hypothetical, but the concept is accurate:
    PR between 0-100 -- TBPR 0
    Between 100-600 -- TBPR 1
    Between 600-3600 -- TBPR 2
    Between 3600-21,600 -- TBPR 3
    etc...

With that idea in mind, the "PR 0" probably has a little bit of PR in there. Multiply that by 1000 and you might have something. Not much, but something.

Also, keep in mind that TBPR is months old. Those sites might be a PR2 or 3 and it's just not showing yet, giving you even more juice.

Wrong. It does not affect your SERPS much. I agree that it's way overblown, but it's factored in there a little bit.

About as useful as a chocolate teapot. Links from contextually relevant sites, as long as they are indexed, that is what you should be looking for, reciprocal or one way!

Geester1, don't listen to the crowd. That post is entirely right.
PR0 doesn't mean 0. It's always good to get some backlinks but focus on the quality instead of quantity (and by quality I mean relevant websites, same industry etc...preferably with high PR but not biggest concern).

the number of links does affect your SERPs.

Just out of interest, how much are you paying for these sites?

It might be better if you just add them gradually, maybe even write a few quality blogs your self
