I personally prefer commission junction! I've written before... I like their adverters, tracking, promotions, payment processing, etc. There are a lot of great networks though. It also depends on your niche... what are you promoting?
I prefer places that have a ton of offers. CPA Empire has a ton, but if I could cross them with the FedEx checks of Market Leverage, that'd be a kick ass program.
Casino and poker might be a little more risky these days. I read something recently about the DOJ considering a campaign against poker advertisers... let the gamblers play, but go after the source. and since the companys are located off shore, the buck stops at the advertisers. Hope that's not too alarmist... Best of luck.
