The answer is simple, they want websites from countries with high ad spending. sure there are many websites created by indians but targets US but still, they are not really US websites. For the most efficient operating, they want to spend their money on US traffic websites. Also, there is a legal side, they need some sort of agreement with indian banks to send the money with minimum cuts.

I am pretty sure Yahoo only accepts publishers from the USA. Last time I checked (~6 months ago) they wouldn't let me sign up and I am from Canada.
hm...hardly any any publishers in 1.1 billion people? That's hard to imagine. ROFL. There probably is a different reason, they just don't want to tell us.
Once again I repeat... *clears throat* Hence I suggest we Indians start OUR very own, for the Indians, by the Indians, of the Indians online ads system...
Contact your brother in US/Canada and request them to register as Y! publisher. You work on it. You get profit as they are. Simply solution.
Why should one ever bother about YPN at all..Aren't there other ad networks? There are plenty networks 'made for Indian sites' itself and you do not want to register in them,and always look for something which isn't yet there. Time's surely gonna come one day, when all ad network starts looking towards India,till then.........
I am not an Indian but still i have tried for several times but still just a Thank You letter from YPN. I really don`t know but in some forums, they are saying only if you live in the US. Which I that`s not the case cause that would be selective qualification through ethnicity JulieV
