Why won't Facebook ads allow ethnic targeting of white race?

    I'm new to Facebook ads. Targeting specific groups of people is very powerful! However, why won't they allow targeting of white race? Or, caucasian? Others are listed.

    In addition, most filters allow you to choose an option to EXCLUDE. You can't exclude by ethnicity. Why not?
