The links shown in the 'link:' command are arbitrary !
From my experience Yahoo Site Explorer shows the real backlinks.

Any link that is not sitting on your IP but points to your site is considered a backlink. In bound links, or back links are essential for improving the ranking of your website. Build links from third party sites that are related to your niche. This passes authority to your site and helps with rankings.

if you use Google with the link command, you wont get the actual backlink scenario. Use yahoo or google webmaster tools.

It would be hard to give a definition of the links that Google count. The main purpose for Google algo developed each time is about link handling. Google does always change the way they counted links toward each site. Google used to count link with PR4+ as backlinks showing via link: search operator for many years ago. Now if you do observe some link that shown via link: operator these days you would see even some PR0 links do show as your backlink.

To answer your question - All type of links would be counted for your site "as long as they are quality enough judged by Google themselves only". No one else could know the way they look at links for now.

Yes it all depends on google and its algo. I have more backlinks showing in yahoo site explorer than searching by link: on google.
