Actually there a few .uk domains - parliament.uk and british-library.uk for example - but these date from way back before Nominet, when domain registration was a low-volume, largely manual process, overseen by a part-time body.

As far as I can find, since the mid-90's it has been forbidden to register a straight .uk name and all domains must have a 'second level' name. This seems to be borne out of a desire for organisation and classification that defines domains by type :

    gov.uk for government sites
co.uk for commercial enterprises (the largest SLD in the UK)
    me.uk for personal domains
    org.uk for non-commercial organisations
ltd.uk and plc.uk for registered company names only
    net.uk for Internet Service Providers
    sch.uk for schools

I'm sure others know more - I just found the above by doing a quick search on google and wiki.

    Cheers,

    Rob

I think If they open the extension .uk , they have to give priority
    to the owners of " old .co.uk , ... " domains
, but they will make a very big amount of £££ !

The extension for co.uk had been established before the explosion of domain names for countries etc, took place.
It would be a logistical nightmare as well as huge expenses for companies alike, to change at the co.uk or add just .uk
therefore an agreement was reached to leave as is and they might consider for money reason to make a change a better economic times,
Icann''t and the ruling parties go their ways about anyhow.......
