why sometime first page estimated bid not working?

    Hello,

    I would like to know that why why many times estimated first page bid and top page bid not working. For my current campaign i have set the bid according to the first page bid estimation; however, my ads are not shown for that. Moreover, when i set bid according to the top page bid estimation then there is ad display fluctuation.

    I am talking about only Text ads in Search network.

    If anyone have idea then please let me know.

    My experiences
    1) First page bid is only guess, it's not an exactly number. Try to bid more.
    2) Keyword has very low daily/montly search count
    3) Keyword concurency is high and your account has not a history. Google will prefere ads with longer account history. It will test your ads for few hours / days, so your ads can fluctuate.
