Why site wide?

I have been considering this co-op network for some time but have some questions. Why does the ad code need to be site wide? I have a site with 60K+ pages indexed by Google, and with dozens of PR7's. It seems like I would get some weight with this co-op program, but why can't I just run the code on 40,000 pages? Does this have to run on the home page?
Most of the site is PHP, but many pages are not.. especially my key landing pages (and my index page) are straight HTML.

Also, are the best results in this network putting the ad code on a high value site with lots of pages and PR, but posting my ad for a non high ranking/high value site under my management? Would the weight of the larger more developed site help the less developed/newer site?
    Any thoughts are appreciated.

    Thanks

Yeah, I don't quite understand that. I signed up & was good for months, but the crawler that checks to verify the ads finally found one (!!!) page that didn't have the ads, and it cancelled everything.

So I said "meh" and switched to something else.

It's their system. They can do it however they wish.

Just set it up for a certain directory rather than site wide. I have an issue with one section of my site that ads dont want to run on, so that is what I have done.
It is within the TOS so no problems doing it.
