No available ads mathed with your site.
Add more content (or we say keyword) will help to solve this problem

I have a theory as to why you are getting the public service adds.
When new forums come up people create many ids and start posting. So in all your traffic seems to come form one or two ip addresses all the time. In this case google gets suspicious and hence you get the PS adds.
Other reasons could be widely different key words on the page. In this case you could get PS adds too.

Try to include some paying keywords in your forum's title.

PSA ads depends on lot of factors and very first is your domain name POLBD what does it stands for, any guess and this is the biggest factor. Now adsense system will display PSA when POLBD (negative keyword) does not matches with the content on page, also with your meta tags.

You may try making a sensible sub-domain and then try and I am damn sure that you will have ads on those pages which are displaying PSA's

If you don't want PSA you can always turn them off and set up Adsense to show solid fill instead.
