www.googletalkforum.com now has PR4. I wonder why? It has two links from PR4 sites (both of which are on the same IP as googletalkforum.com), and one link from a PR6 page, but no further links that I know of. Is that really all it takes to get PR4?

No, all links help. I don't remember where, but somewhere I saw a chart of what pr links lead to a certain pr. It was something like 1,000 pr 1 links to get to a PR4 and only 1 PR5 to get to a PR4

Googl gives you a pr 3-5 sometimes even if you dont have any backlinks. quality/content is also important.
