Look when you do directory submissions you are not giving away anything, they are free and also one way linking is there.
When you do link building(usually reciprocal) you have to be very strict about the quality of the link. The PR of a particular page distributes evenly among the total outbound links on that particular page. So if you are getting a link on high PR website then some portion of it's PR will come to your page...THAT'S WHY !!

It's basically a matter of link power. The more pagerank - the more link power. The more outgoing dofollow links - the less link power.

 

You want to link to high ranking sites like Facebook, Twitter, etc. Stay away from websites that have a page rank of less than 3. Otherwise, you are likely wasting your time because Google will give you no love. It is all about proving your site's worth to Google. And its not easy.

 

Does pr matter in how fast is site indexed by Google? Doesn't it sufficient by submitting in social bookmarking sites for fast indexing ?
